What the game currently tells us

The Hong Kong menu does not offer a separate start without a prerequisite. Opening the Hong Kong address directly guides you back to Taipei Rush. Code and menu prompts point to Taipei Songshan Airport, the international terminal check-in, and the route to the gate. Source: original game page.
